Add Fuel, and all Recipes become Verbs

This is a larger change.

Mostly, the concept of "verb" has been merged with the concept of "recipe", to make one big list.

Which is its own problem, because crafting stuff and foraging for stuff don't really belong on the same list.

So, I will be putting all verbs (because they are now all verbs) into verb categories for player convenience.
